Responsible Representation


Fiscal Responsibility

SB 515 (2015)

Created a method for users of the Oregon transparency website to offer suggestions on form and content of the website. 


2015

Allotted $1,000,000 for capital construction of sober centers 

($500,000 went to the Grants Pass Sober Center)


2017 – while Co-chair of Public Safety Budget 

Fully funded the Justice Reinvestment Program providing grant money for local public safety programs.


2017 – while Co-chair of Public Safety Budget

Created a new Judgeship position in Josephine County


2017 – while Co-chair of Public Safety Budget

Funded the creation of 20 new positions for Oregon State Police


2019 

Assisted with getting a new Judgeship position in Jackson County


Social Responsibility


Foster Care

SB 741 (2015)

 In adoption proceedings, puts foster parents on equal standing with extended family once a foster child has been in their home for over a year


 HB 4080 (2016)

Created the Governor's Child Foster Care Advisory Commission to advise Governor and Director of Human Services regarding foster care system in this state.


HB 3535 (2015)

Reinvests TANF budget into reducing the benefits cliff and advancing job placements


Anti-Sex Trafficking

HB 4082 (2016)

Expanding the crime of prostitution to close a “bartering” loop-hole.


HB 2740 (2017)

Increases age of trafficked person from 15 to 18 for crime of trafficking in persons for use in commercial sex act.


Racial Equity

HB 4008 (2018)

Prohibits the use of race or ethnicity when calculating projected future earnings in wrongful death cases.


Domestic Violence

SB 1562 (2018)

Modified definition of strangulation to include if person knowingly impedes normal breathing or circulation of another person by applying pressure to chest of other person. 


Rural Responsibility


Affordable Housing

HB 4079 (2016)

Created a pilot program to allow an emergency expansion of the UGB for affordable housing


 SB 1051 (2017)

Included various modifications to housing laws to help expedite the creation of affordable housing.


HB 2306 (2019)

Expedited process of receiving building permits.


Local Responsibility


Sobering Centers


HB 2936 (2015)

Created sobering centers in Oregon statute and allowed for the creating of 3 new sobering centers, including the Grants Pass Sober Center The limit on the number of sober centers was lifted by HB 2175 in 2017.


HB 2176 (2017)

Authorizes moneys in Mental Health Alcoholism and Drug Services Account to be used by counties to provide funding to sobering facilities.

HB 2334 (2019)

Modified post-prohibition era law levying draconian consequences for an expired alcohol serving permit


HB 2179 (2017)

Clarified law dealing with onsite treatment of septage for exclusive farm use land.
